The Port of Rotterdam Authority has launched a cutting-edge pilot programme featuring a fully electric hydrofoil patrol vessel — a significant step in its strategy to modernise and decarbonise its operational fleet. The vessel, aptly named RPA ZERO, is being tested on the Nieuwe Maas as part of the port’s long-term fleet renewal and sustainability agenda.

Developed by Artemis Technologies, the Artemis EF-12 Workboat is a hydrofoil vessel that lifts above the water at speed, drastically reducing drag and wave generation. This allows for improved energy efficiency, superior stability in rough conditions, and significantly reduced environmental impact. RPA ZERO represents a fusion of advanced maritime engineering and the Port Authority’s ambition to lead the way in sustainable port operations.
Fleet renewal with a long-term vision
Over the next 12 years, the Port of Rotterdam’s operational fleet will undergo complete renewal as vessels reach the end of their technical lifespan. The objective is not just replacement, but full modernisation — including fleet standardisation, smarter maintenance, and above all, decarbonisation. The RPA ZERO trial will assess the real-world viability of hydrofoil vessels for day-to-day duties within the Harbour Master’s Division.
Readiness and rapid response still paramount

We must be able to respond 24/7. This hydrofoil offers fast acceleration, minimal wake impact, and exceptional stability — even in challenging conditions.
Pilot phase through november 2025
The trial will continue through November 2025, with the Port’s Fleet Renewal and Sustainability team working alongside technical staff and vessel crews to monitor performance metrics, vessel reliability, electric charging logistics, and overall suitability for port safety and enforcement operations. The outcomes will inform strategic decisions for future fleet investments.
