“Yes! to Polish ports”. Presidential legislative initiative strengthening maritime sovereignty and security

President of the Republic of Poland Karol Nawrocki has announced a new legislative initiative titled “Yes! to Polish ports”, aimed at obliging the government to carry out a series of key maritime investments of both economic and strategic significance.

The project was officially signed during the President’s visit to the Baltic Container Terminal (BCT) in Gdynia – one of the largest and most modern container terminals in the Baltic region.

- The Baltic Sea represents an immense potential for Poland – economic, military, and strategic – yet it also presents significant challenges to our national security, emphasized President Karol Nawrocki.

The initiative continues the President’s 21-point plan, serving as another step in fulfilling campaign commitments.

- Just as I said during the campaign: ‘Yes! to CPK’ – and that project is already in the Sejm’s legislative process – today, from Gdynia, I am saying equally loudly: ‘Yes! to Polish ports’, stated President Nawrocki.

Driving maritime growth and national resilience

The President underlined that the initiative is a strategic and comprehensive framework for the development of Poland’s maritime economy, designed to encourage and discipline the government to complete ongoing infrastructure projects while providing flexibility to address emerging challenges.

- It is both an act of mobilization and empowerment for the government – to complete the investments launched in recent years, and to equip itself with the tools to overcome the obstacles that arise around many of them, he noted.

According to data presented by the President, Polish seaports generate around 230,000 jobs and contribute approximately PLN 60 billion annually to the national budget. Their development directly enhances energy security, defense capabilities, and logistics efficiency – all critical to Poland’s long-term stability and sovereignty.

Key strategic investments

The draft legislation outlines a catalogue of priority maritime projects, including:

  • construction of a deep-water terminal in Świnoujście
  • modernization of the Oder Waterway
  • commissioning of a grain terminal in Gdańsk and development of a new agroport in Szczecin
  • construction of the Outer Port in Gdynia
  • development of the Red Road in Gdynia
  • construction of the FSRU terminal in the Gulf of Gdańsk
  • establishment of a deep-water liquid fuel transshipment terminal in Gdańsk
  • development of the T5 installation terminal in Gdańsk
  • construction of an alternative railway access to the Port of Gdańsk with a new bridge over the Martwa Wisła River

The list remains open, allowing the government to expand it with additional strategic initiatives aligned with national and regional priorities.

Ports as pillars of security and allied cooperation

Beyond their economic role, Polish ports have become essential elements of NATO’s security architecture. Gdynia’s port regularly hosts U.S. and allied military equipment shipments under joint exercises and strategic deployments.

The 598th Transportation Brigade of the U.S. Army plays a key role in these operations.

- The 598th Transportation Brigade integrates and synchronizes the strategic deployment and distribution of ground forces to project and sustain U.S. military power in support of EUCOM and AFRICOM commands, notes the official statement.

The recurring presence of U.S. military logistics in Gdynia underlines Poland’s growing importance as a logistical and operational hub for NATO’s eastern flank.

BCT Gdynia – a gateway to the Baltic and beyond

The Baltic Container Terminal (BCT), where the presidential act was signed, stands among the largest and most technologically advanced terminals in the Baltic Sea region. It serves as a crucial node for intermodal transport between Scandinavia, Western Europe, and Asia, handling a wide range of containerized cargo flows and supporting Poland’s expanding maritime logistics sector.

Continuing the national infrastructure policy

“Yes! to Polish ports” follows the President’s first legislative initiative – the Act on Securing the Implementation of the Central Communication Port (CPK). Progress on the CPK project was recently discussed during the Council of Ministers meeting convened by the President on 27 August 2025 at the Presidential Palace in Warsaw.

Both initiatives share a coherent vision – to strengthen Poland’s transport, energy, and defense integration, with the Baltic Sea as a strategic axis of national development.

A maritime strategy for sovereignty and growth

The presidential initiative “Yes! to Polish ports” is not only a legislative framework but also a statement of maritime sovereignty – affirming Poland’s ambition to become a leading logistics and security hub in the Baltic region.

If adopted by Parliament, the act may become one of the most transformative impulses for Poland’s maritime and port industries since the country’s accession to the European Union.
