Łeba port to become offshore-ready - modernisation to be completed in 15 months
The Maritime Office in Gdynia has signed a contract to launch the Reconstruction of the Łeba Port Entrance – a strategic component of the Łeba offshore wind service terminal development. The investment, co-financed under Poland’s National Recovery and Resilience Plan, is valued at approximately PLN 132 million gross and is scheduled for completion by August 2026.

The core objective is to reduce wave agitation at the port entrance and within its basin, as well as to minimise sediment accumulation. The project’s general contractor, DORACO Construction Corporation, will deliver full design documentation and execute all construction works.
– The current port infrastructure in Łeba does not meet the technical requirements for supporting offshore wind farm operations. Key issues include shallow waters and severe wave agitation inside the port during storms. This investment will address these challenges, improve safety, and provide better working conditions for all port users – including, importantly, the Maritime Search and Rescue Service – said Anna Stelmaszyk-Świerczyńska, director of the Maritime Office in Gdynia. – I would like to thank the entire team at the Maritime Office for their hard work and dedication. The project was complex, and we had limited time to prepare it.
Scope of works and infrastructure upgrades
The reconstruction of Łeba port’s entrance will include the construction of a new 260-metre-long offshore breakwater on the eastern side, a 91-metre extension of the existing western breakwater, and a new groyne on the west. The works will also include new sedimentation basins, a 40-metre-wide approach fairway, and a 160-metre-diameter turning circle. The port’s basin will be equipped with modern navigation aids and lighting systems to ensure safe access for offshore service vessels.
– Delivering three marine engineering structures, dredging works, and navigation lighting in just 65 weeks is no coincidence. It’s the result of over 30 years of DORACO’s experience and our experts’ technical knowledge – emphasised Angelika Cieślowska, CEO of DORACO Construction Corporation. – We have built the human and technological capacity to implement our offshore strategy. The Łeba project is yet another milestone. DORACO is currently active across the Polish coastline, supporting Poland’s energy transformation from the general contracting side. What we construct and modernise in ports will directly support offshore wind development in the Baltic Sea.
Environmental compliance and safety standards
All works will be carried out under a design-and-build model and in full compliance with environmental regulations and archaeological supervision. Prior to construction, all ferromagnetic objects – including potentially hazardous military remnants – will be identified, removed, and neutralised.
The contract also includes the conceptual design for the next phase of the port’s development, including an expansion of the outer port with an extended eastern breakwater connected to the mainland.
Additional port upgrades
In parallel, the Maritime Office in Gdynia is carrying out refurbishment of the Maltański Quay and the internal pier – a total of 140 metres of quay infrastructure. The works include replacement of the sheet pile wall with a new anchored system, reconstruction of the cap beam, and full restoration of the quay’s load-bearing capacity.
The contract for this part of the investment – worth over PLN 5 million – was signed with ERBUD in March 2025. Completion is expected in Q1 2026. As of today, the work progress stands at approximately 15%, with ongoing demolition and groundwork operations.
The modernised quayside infrastructure will significantly improve emergency response times and provide better logistical conditions for rescue services, supporting the safety of crews, port infrastructure, and the marine environment.
Strategic outlook for the region
The signing ceremony was attended by senior government and local representatives. Jacek Karnowski, secretary of state at the Ministry of Funds and Regional Policy, highlighted the long-term potential of the investment:
– Quays and breakwaters dedicated to offshore service operations are being built, making this port much safer. This gives hope that Łeba will thrive, attracting both skilled professionals and new residents.
Agnieszka Derba, mayor of Łeba, underlined the project’s transformative scale:
– This is the largest investment Łeba has ever seen. It offers us real development potential and a chance to create a new economic branch. Historically, Łeba has always been a fishing port. We hope that, thanks to this modernisation, the fishing industry will also partially revive. – The port is being upgraded to serve as a long-term base for offshore service operations.
