Baltica 1 offshore wind project secures environmental decision
he Regional Directorate for Environmental Protection in Gdańsk has issued an environmental decision for the Baltica 1 offshore wind farm, developed by the PGE Group. The decision marks a significant milestone, paving the way for the project to participate in the offshore auction scheduled for 17 December 2025.

- Obtaining the environmental decision for Baltica 1 is an important step towards achieving the goal set in the PGE Group’s strategy – reaching at least 4 GW of installed offshore wind capacity by 2035. This decision allows us to submit the project for this year’s auction. It sends a strong signal to the market that Poland’s offshore wind development is gaining momentum, with domestic companies having a real opportunity to play an active role. Baltica 1, with its 0.9 GW capacity, is another project where we aim to engage Polish suppliers and jointly build a robust national value chain, said Dariusz Marzec, president of the management board of PGE Polska Grupa Energetyczna.
Comprehensive environmental research
Before receiving the environmental decision, PGE Baltica – the company responsible for the development of the group’s offshore wind projects – carried out extensive environmental studies. The research covered geological structure, physicochemical parameters of water and seabed sediments, and the presence of marine flora and fauna, including fish, birds, and marine mammals such as bats.
The studies were designed to minimize the project’s environmental impact both during the construction and long-term operation phases.
The environmental assessment and reporting were conducted by a Polish consortium consisting of the Gdynia Maritime University and Mewo Ltd., a leading marine environmental research company.
Baltica 1 – 0.9 GW of clean energy from the Baltic Sea
With an installed capacity of approximately 0.9 GW, Baltica 1 is one of PGE’s strategic offshore projects. If awarded a contract for difference (CfD) in the upcoming auction, the wind farm is planned to be commissioned by the end of 2032.
The project area is located about 80 km north of the Polish coastline, near the Środkowa Shoal, off the coast of Władysławowo. Baltica 1 already holds a location permit and a grid connection agreement, as well as completed geotechnical and geological surveys, and wind, current, and wave measurements at sea and onshore.
PGE Baltica – building Poland’s offshore wind competence
PGE Baltica, the offshore wind arm of the PGE Group, serves as the company’s competence center for the development, construction, and operation of offshore wind farms.
Its portfolio currently includes eight projects in various stages of development, with a total capacity exceeding 6 GW.
In line with the group’s strategy, PGE plans to install at least 4 GW of offshore capacity by 2035, delivering clean energy to approximately 7.5 million households and reducing CO₂ emissions by 11 million tons annually.
The most advanced project – Baltica 2, with an installed capacity of 1.5 GW – is being developed in partnership with Ørsted and is scheduled to come online in 2027.
Baltica 1 represents another milestone in the rapid advancement of Poland’s offshore wind sector. The project underscores the growing role of domestic companies and research institutions in developing a competitive, sustainable offshore industry for the Baltic Sea region.
