POLICE Logistics Hub Launched: New Rail Link to Boost Port of Police’s Growth and Competitiveness
For the first time in history, freight trains will have direct access to the Port of Police in Poland. PKP Polskie Linie Kolejowe SA (PKP PLK), the national rail infrastructure operator, has signed a contract worth PLN 201 million (€46 million) for the construction of a new railway line - Line 437 - and a dedicated freight terminal in the port area.

- This is a breakthrough step in the development of the fifth-largest port in Poland. The new rail connection will improve the port’s accessibility, streamline logistics, and significantly increase its cargo handling capacity. The Port of Police is joining the national and European transport network, opening itself to new opportunities, emphasized Arkadiusz Marchewka, Deputy Minister of Infrastructure.
This strategic investment is part of the newly launched "POLICE Logistics Hub", a major development initiative aimed at expanding the Port of Police and building a state-of-the-art logistics hub for the region’s industrial and maritime sectors.
The official launch event took place at the headquarters of Grupa Azoty Police, gathering government officials, executives from logistics, infrastructure, and energy companies, key business partners, academic leaders, industry experts, and media.
During the event, stakeholders signed investment agreements covering rail infrastructure development, energy supply — primarily from renewable sources — and future offshore-related projects. Central to the discussions were plans for the construction of the new railway line 437, the development of a modern rail terminal at the port, and the energy security of the rapidly growing industrial zone through cooperation with energy provider Enea.
– The POLICE Logistics Hub is our response to the growing logistics needs of both Grupa Azoty and the entire region. Our goal is to create a modern distribution and transshipment center that will serve as a key growth engine for West Pomerania. The Port of Police has enormous potential — and we intend to fully unlock it by transforming the port into a crucial link in the supply chain for the chemical, industrial, and energy sectors, said Andrzej Dawidowski, Vice President of Grupa Azoty S.A. and CEO of Grupa Azoty Police.
– This port expansion is not just a local initiative — it strengthens the competitiveness of the entire Baltic seaboard. Our ambition is for the Port of Police to become a regional leader in handling gas, liquid, and bulk cargo. We are boosting handling capacity and opening the port to new trade routes. What we are building is the port of the future: flexible, rail-integrated, technologically advanced, and environmentally friendly," stated Dariusz Budzik, CEO of Morski Port Police (Port Authority).
Direct Rail Connection to Boost Efficiency and Capacity
A key element of the project is the construction of the electrified rail line 437, which will directly connect the existing Police railway station to the new Port of Police freight terminal. The project includes the installation of modern rail traffic control systems and the construction of a new road overpass, enhancing safety and improving road traffic flow on regional road 114.
– This collaboration with Grupa Azoty and the Port of Police creates tangible logistics capabilities for western Poland. The new rail line will significantly increase transport efficiency and shorten delivery times while strengthening rail as an eco-friendly transport solution, noted Marcin Mochocki, Vice President of PKP S.A. and board member of PKP PLK responsible for investment execution.
The project will be carried out by Torpol SA, with construction costs shared between PKP PLK (PLN 54 million funded by the national budget) and the Port of Police Authority. Completion is scheduled for Q2 2027.
Energy Partnership Secures Sustainable Growth
A vital component of the POLICE Logistics Hub is securing energy supplies for the expanding industrial and logistics facilities at the port. Energy provider Enea has signed a letter of intent with Grupa Azoty to supply electricity, primarily from renewable sources (RES), to the new industrial zones.
– This agreement between Enea and Grupa Azoty demonstrates our joint commitment to building a modern, secure, and sustainable energy framework for the expanding Port of Police. This partnership is significant — both in scale and in the opportunities it opens up. Grupa Azoty is a cornerstone of Poland’s chemical industry, and the Port of Police is becoming a key logistics hub for this part of Europe. For Enea — as an energy supplier and an active player in the energy transition — this is an excellent opportunity to implement innovative energy solutions, commented Grzegorz Kinelski, CEO of Enea.
Strategic Impact for the Region
– This is a project of enormous strategic importance — not only for the development of Grupa Azoty’s Police plant but also for the entire West Pomerania region. The port expansion creates new logistics, investment, and economic opportunities that will stimulate the local labor market and elevate the position of the Police District on the national map, emphasized Shivan Fate, Governor of the Police District.
The POLICE Logistics Hub initiative marks a significant step in transforming the Port of Police into a critical logistics node in the Baltic region — serving the chemical industry, supporting offshore energy developments, and enhancing Poland’s role in European supply chains.
