Over PLN 2 Billion from the Recovery Plan to Support FSRU Program - GAZ-SYSTEM Secures Strategic EU-backed Financin

GAZ-SYSTEM has signed a PLN 2.2 billion loan agreement with Bank Gospodarstwa Krajowego (BGK) to finance the onshore section of the Floating Storage and Regasification Unit (FSRU) program. The funding is sourced from Poland’s National Recovery and Resilience Plan (KPO) and marks a significant step in strengthening the country’s energy independence and supporting the European Union’s energy diversification strategy.

The investment covers approximately 250 km of new gas transmission infrastructure between Gdańsk and Gustorzyn, with a transmission capacity of up to 1,320,000 m³/h upon completion. The loan is granted on preferential terms – a fixed interest rate of 0.5% and coverage of up to 100% of eligible investment costs, boosting project viability and execution.

A Strategic Response to Energy Resilience and Market Integration

The FSRU Program is a key element in Poland’s broader strategy to secure stable energy supplies, reduce dependency on fossil fuels from the East, and expand the regional transmission system’s interoperability. It also aligns with the REPowerEU chapter of the Recovery Plan, a European Commission initiative designed to end the EU’s reliance on Russian fossil fuels by 2030.

-The recent power outage on the Iberian Peninsula is a reminder of how vital it is for states to ensure uninterrupted energy access. GAZ-SYSTEM’s FSRU terminal will be instrumental in ensuring supply stability for Poland by providing access to low-emission gas – an essential element of energy system flexibility, said Wojciech Wrochna, Government Plenipotentiary for Strategic Energy Infrastructure.

Scope of the Onshore FSRU Infrastructure

The onshore segment of the FSRU program consists of the following pipeline sections:

  • FSRU Connection to Kolnik (POM1) – approx. 34 km, including the section from the dry weld point to the metering station,
  • Gardeja – Kolnik (POM2) – approx. 88 km,
  • Gustorzyn – Gardeja (POM3) – approx. 128 km.

"The EU-backed financing for the FSRU onshore segment enables flexible and efficient project management. It highlights the strategic importance of energy independence and affirms Poland’s role in regional gas markets," emphasized Sławomir Hinc, CEO of GAZ-SYSTEM.

Strengthening Poland's Gas Transmission Backbone

Once completed, this project will push the total length of Poland’s EU-financed gas transmission infrastructure to over 2,500 km, accounting for more than 20% of the entire network built with EU funds over the last two decades.

- This is a crucial achievement for Poland’s energy security. It supports diversification and marks another step in shifting the country’s supply axis toward the North–South corridor, stated Jan Szyszko, Deputy Minister of Funds and Regional Policy.

As of 2024, GAZ-SYSTEM has awarded 28 contracts for materials, services, and construction related to the onshore segment – all to Polish companies, with a total value of approximately PLN 1.8 billion.

FSRU Terminal to Anchor the Northern Gateway Concept

The floating FSRU terminal in the Gdańsk Bay, combined with the existing LNG Terminal in Świnoujście and the Baltic Pipe gas link, completes the long-anticipated Northern Gateway concept. This strategy aims to establish diversified and secure energy corridors for Poland and the broader Central and Eastern European region.

Construction of both the onshore and offshore infrastructure components is now underway, and work on the FSRU vessel itself has commenced. The terminal is scheduled to be operational in the first quarter of 2028.
