First contract signed for national road to Lubiatowo-Kopalino nuclear power plant
The General Directorate for National Roads and Motorways (GDDKiA) has signed the first contract for the design and construction of a key section of the national road leading to the planned Lubiatowo-Kopalino nuclear power plant in the Choczewo municipality. This investment is one of the pillars of the government's support program for strategic energy infrastructure in the Pomeranian region.

Key link to the road network
The section from Lubiatowo to voivodeship road no. 213 marks the initial phase of building a new route connecting the future power plant with expressway S6. The nearly 11-kilometer segment will be executed under a “design and build” system by a consortium comprising Polimex Infrastruktura, Polimex Mostostal, and Mosty Łódź. The contract is valued at over PLN 177 million, with project completion scheduled for Q2 2028.
– The construction of a national road to the nuclear power plant is a strategic investment for Poland’s economic development and energy security. I am pleased that GDDKiA, which operates under my ministry, is actively involved in this project. We will make every effort to complete it as quickly as possible, to benefit both the residents of Pomerania and the power plant builders, said Dariusz Klimczak, minister of infrastructure.
The new national road will be built along a completely new route as a GP-class (main road with accelerated traffic) with a 1x2 cross-section. It will directly link the nuclear site with the Łęczyce junction on S6. The road surface will be adapted to accommodate 11.5-ton axle loads. As part of the expressway project Leśnice–Bożepole Wielkie, an additional connector between a local road in Łęczyce and S6 will be built to integrate the new national road with the expressway system.
Improving regional transport and safety
The investment will significantly enhance traffic flow in the region, reduce pressure on the local road network, and shorten travel times between the Tri-City area and coastal towns in Choczewo municipality. Its role will be especially important during the tourist season, providing an alternative route to the Baltic Sea.
The project will also improve road safety and reduce the environmental impact of road transport, including lower noise and vibration levels, and decreased emissions from vehicles.
Part of a broader infrastructure development program
The road construction project is part of a multi-year government resolution to support key infrastructure investments for energy security, including the Lubiatowo-Kopalino nuclear power plant. In addition to the new national road, the program includes significant maritime and rail infrastructure investments:
- modernization of railway line no. 230 between Wejherowo and Choczewo,
- construction of new railway sections linking the plant to the existing network,
- modernization of line no. 229 from Lębork to Łeba,
- development of a Marine Off-Loading Facility (MOLF), a port structure enabling the unloading of heavy and oversized equipment for the construction and operation of the power plant.
In August last year, the Maritime Office in Gdynia signed a contract for the design of the MOLF structure.
Timeline and funding
The total budget allocated for these infrastructure projects exceeds PLN 4.7 billion. Both the MOLF structure and the first road section are scheduled to be completed in 2028—coinciding with the planned start of construction of the nuclear power plant.
