Cooperation for the development of offshore wind energy
The Industrial Development Agency JSC (Agencja Rozwoju Przemysłu S.A.) and Tele-Fonika Kable S.A. have signed a letter of intent in which they declare their readiness to cooperate and express their willingness to take joint actions to support each other in participating in offshore wind energy development programs, as well as in other infrastructure projects within Poland's exclusive economic zone in the Baltic Sea, and at a later stage, also in international projects.

The Industrial Development Agency JSC (Agencja Rozwoju Przemysłu S.A.) and Tele-Fonika Kable S.A. have signed a letter of intent, declaring their willingness to cooperate and expressing their intent to take actions supporting each other in participation in offshore wind energy development programs and other infrastructure projects within Poland’s exclusive economic zone in the Baltic Sea, and later in international projects.
The document was signed by Jakub Dulski, Vice President of the Management Board of the Industrial Development Agency JSC; Radosław Niedzielski, Vice President of the Management Board of the Industrial Development Agency JSC; Monika Cupiał-Zgryzek, CEO of Tele-Fonika Kable and JDR Cable Systems; and Piotr Mirek, Member of the Management Board of Tele-Fonika Kable and Executive Director for Supply Chain and Investments at JDR Cable Systems.
The signed letter of intent should be regarded as a declaration of intent to cooperate and maintain a long-term partnership. Specific objectives of the document will be implemented based on separate agreements that will define the terms of cooperation and the scope of undertaken initiatives.
The Industrial Development Agency JSC and Tele-Fonika Kable declared their intent to undertake a project focused on the construction of a Cable Lay Vessel (CLV) for the installation and maintenance of offshore wind farms, primarily in the Baltic Sea, but also a vessel capable of operating in other waters, particularly the North Sea. The parties expressed their intent to establish a company to execute the project.
Radosław Niedzielski, Vice President of the Management Board of ARP S.A., emphasized that as part of its statutory activities, the Industrial Development Agency JSC oversees subsidiaries operating in various industries, including offshore wind energy. ARP S.A. also has financial capacity to support investments in offshore wind energy projects.
“The Industrial Development Agency JSC supports innovative projects to maximize the domestic supply chain for offshore wind energy, not only by increasing the manufacturing potential of the shipbuilding industry but also by expanding design, shipping, and operational competencies. Our leading activities focus on the offshore wind energy sector, which is why we are committed to the idea of constructing maritime vessels for the installation and repair of submarine cables. We hope that collaboration in this area with Tele-Fonika Kable S.A. will strengthen the position of Polish enterprises in the highly specialized sector of offshore services and other infrastructure projects,” said Radosław Niedzielski, Vice President of ARP S.A.
“Given the rapid growth in demand for the construction of submarine installations and the shortage of vessels for laying and repairing submarine cables, both in the domestic and global markets, the construction of a Cable Laying Vessel is a much-needed investment. Utilizing domestic capabilities is particularly important in the context of broadly understood energy and infrastructure security. Such vessels can be used for laying and repairing submarine wind farm cables as well as power, telecommunications, and fiber-optic cables. The dynamic development of offshore wind energy projects in which ARP S.A. is engaged, as well as other installation and infrastructure projects planned and underway in Poland’s offshore economic zone, necessitates having a specialized maritime vessel. Building such a vessel for servicing offshore wind farms will enable Polish companies to join the ranks of global subcontractors in the offshore wind farm market,” said Jakub Dulski, Vice President of ARP S.A.
“The signing of a letter of intent with the Industrial Development Agency is a significant step in the implementation of our development strategy in the field of offshore wind energy. The joint project for the construction of CLV installation vessels and service ships supports the energy transition and strengthens Poland's position in the global offshore supply chain. We believe that the use of local resources and the competencies of Polish shipyards and enterprises will contribute to the development of the sector and reinforce Poland’s role in the international offshore renewable energy market,” added Piotr Mirek, Member of the Management Board of Tele-Fonika Kable and Executive Director for Supply Chain and Investments at JDR Cable Systems.
The construction of Cable Laying Vessels (CLVs), often referred to as “cable ships,” is operationally and economically justified due to the dynamic development of offshore wind energy projects as well as other installation and infrastructure projects planned and conducted within Poland’s coastal economic zone. Moreover, there is a noticeable shortage of vessels for laying and repairing submarine cables in both the Polish and global markets, as the sector of marine seabed installation construction is currently experiencing rapid growth.
These types of vessels are technologically advanced platforms equipped with many specialized systems, including cable-laying systems and systems for monitoring and observing underwater work. They are typically equipped with underwater vehicles and devices for burying cables in the seabed.
