Port of Gdynia extends bid deadline for Outer Port PPP project

The Port of Gdynia Authority S.A. has announced a revised schedule for the ongoing procedure to select a private partner for the Outer Port project. The deadline for submitting bids has been extended to 30 June 2026, following updates to the tender documentation and a significant number of formal enquiries from market participants.

Revised schedule driven by documentation updates

The decision follows a series of clarifications and modifications introduced into the procurement documents in response to several dozen formal questions from potential bidders. The Authority states that the additional time is intended to ensure equal, transparent, and stable conditions for all participants, particularly in light of changes that may materially influence tender preparation.

During the process, one participant informed the port of ongoing discussions with a global port operator of substantial investment and operational capacity. Although it remains uncertain which entities will ultimately submit bids, the appearance of a player of this scale is regarded as a strong indicator of the project’s international attractiveness.

The Port of Gdynia notes that, as a State Treasury company managing strategic infrastructure, ensuring stable and fair conditions remains a priority. Should further significant submissions arise, the schedule may be adjusted again so that all bidders can fully incorporate the changes.

Outer Port: a strategic investment for the Baltic region

The Outer Port is one of the most significant maritime infrastructure initiatives under development in Poland. It involves the construction of a deepwater container terminal with an annual handling capacity of around 2.5 million TEU, located on more than 150 hectares of reclaimed land. The investment value exceeds PLN 5 billion.

Delivery through a public–private partnership (PPP) framework aims to provide effective risk allocation and long-term operational certainty.

Preparatory works already underway

In parallel to the PPP process, the Port of Gdynia is advancing several preparatory tasks:

  • completion of environmental and geotechnical studies, including approval of geotechnical documentation by the Minister of Climate and Environment,
  • acquisition of the environmental decision (2021) and the first location decision (2023),
  • securing funding and signing a contract for the design-and-build construction of breakwaters.

In the coming months, the port expects to finalise the breakwater construction design and obtain a building permit, with construction works scheduled to start in 2026. Work is also progressing on road access design and the conceptual rail link.

Ongoing infrastructure projects in Gdynia

The Outer Port is part of a broader modernisation programme that includes:

  • intermodal terminal (under construction) – 2.7 km of new tracks and 30,000 m² of manoeuvring areas; completion in the second half of 2026,
  • onshore power supply (OPS) – an operational 3.5 MW power connection, with further locations and supporting infrastructure planned,
  • Helskie I quay modernisation – adapting Gdynia’s main internal container quay for Baltmax-class vessels; completion scheduled for 2026.

The deadline extension reflects strong market engagement and the complexity of the updated tender documentation. The Port of Gdynia continues to emphasise the Outer Port’s role as a cornerstone of Poland’s maritime development strategy, aimed at significantly increasing national handling capacity and strengthening the country’s competitive position on the Baltic Sea.
