Orlen strengthens hydrogen capabilities in Pomerania. Amber Hydrogen Valley receives expert advisory support
The Amber Hydrogen Valley project, initiated by Orlen and developed in cooperation with more than 30 national and international partners, has received expert advisory support under the Project Development Assistance Plus (PDA+) programme led by the Clean Hydrogen Partnership. The assistance covers technical, commercial and regulatory advisory services aimed at optimising project costs and preparing the initiative for an investment decision.

- The PDA+ support for the Amber Hydrogen Valley is not only a confirmation of the project’s strong technological and business potential, but also a recognition of Orlen’s consistent strategy in advancing the hydrogen economy. The valley exemplifies effective cross-sector collaboration – combining the expertise of industry, academia, local governments and innovative Pomeranian companies. Our goal is to establish a robust ecosystem that supports Poland’s energy transition and strengthens the country’s position on Europe’s low-emission technology map, said Grzegorz Jóźwiak, director of hydrogen and synthetic fuels technology development office at Orlen.
As part of the programme, the Amber Hydrogen Valley will undergo a three-month dedicated advisory process conducted by an international consortium of experts. The consultations will include a feasibility study, risk analysis (technological and regulatory), business model advisory, and project financing preparation. These efforts aim to advance the initiative to the investment decision stage, fully aligned with the requirements of the European hydrogen market.
The Amber Hydrogen Valley represents a regional ecosystem designed to establish a complete hydrogen value chain – from production, through storage and distribution, to end-use across industrial, energy, transport and port infrastructure sectors. The initiative plays a pivotal role in developing low-emission technologies and sustainable port logistics in the Pomeranian region.
Orlen is currently engaged in the development of four regional hydrogen valleys in Poland – Mazovian, Lower Silesian, Silesian–Lesser Poland and Amber hydrogen valley – contributing to a nationwide hydrogen economy network.
Hydrogen technology development remains a key pillar of Orlen’s energy transition strategy. By 2035, the company plans to expand its portfolio of electrolysis-based projects to a total capacity of around 0.9 GW, of which approximately 0.7 GW will be located in Poland.
To support its hydrogen projects – including Hydrogen Eagle and Green H₂ – Orlen has secured PLN 1.7 billion in non-repayable funding from the National Recovery Plan, significantly accelerating the development of renewable and low-emission hydrogen production in the country.
