ORLEN Neptun prepares service port for Baltic West Offshore Wind Farm
ORLEN Neptun has signed a reservation agreement with the Port Authority of Kołobrzeg, securing an area in the port to prepare a service hub for the next ORLEN Group offshore wind farm under the second phase of offshore wind energy development – Baltic West.

- The closer collaboration formalized through the reservation agreement will enable analyses and the preparation of pre-project documentation. This will allow us to apply solutions best suited to the implementation of the Baltic West offshore wind farm. The experience gained in this process may contribute to developing the port’s infrastructure potential for future OWE projects in this part of the Baltic Sea, emphasized ORLEN Neptun.
The Port of Kołobrzeg is the closest port to the project location among all available ports in this part of the Baltic. “Due to its convenient location, Kołobrzeg is the optimal site for servicing this offshore wind farm. Currently, the port meets infrastructure requirements for supporting offshore wind farms with CTV vessels along the central coast,” the company added.
The Baltic West project comprises four concessions in the Ławica Odrzańska area: 14.E.1 and 14.E.2 owned by subsidiaries of Energa Wytwarzanie, and 14.E.3 and 14.E.4 owned by ORLEN Neptun subsidiaries. It is the second project after Baltic East under ORLEN Group’s second phase of offshore wind energy development. The planned total installed capacity of Baltic West is approximately 4 GW, providing clean energy to over 5 million households in Poland. All four areas are being prepared to participate in Poland’s offshore wind support scheme, with full project completion planned by 2040.
The projects have permits for constructing or using artificial islands, structures, and devices, as well as preliminary grid connection conditions. In the coming months, ORLEN Neptun plans to conduct a series of site studies, including environmental assessments, wind measurements, and geotechnical investigations.
At the end of 2025, ORLEN Neptun announced the success of its most advanced second-phase OWE project – Baltic East. The project was among the winners of Poland’s first offshore wind auction conducted by the President of the Energy Regulatory Office. This achievement represents a key step toward the development of renewable energy sources and the continuation of building a safe, stable energy system in Poland.
