Safety at the forefront of the PGE Baltica investment in Ustka

As part of the PGE Baltica and DORACO project in Ustka, ongoing on-site activities focus on practical safety training and emergency preparedness. The exercises include crisis response scenarios involving emergency services as well as fire safety training carried out directly on the construction site. These activities are operational in nature and are intended to verify procedures and coordination under real-life working conditions.

Systematic approach to site safety

Safety management at the Ustka investment is a key component of the construction process delivered by PGE Baltica in cooperation with Korporacja Budowlana DORACO.

At every stage of the works, procedures are applied to reduce operational risks and ensure safe working conditions on site. The development of the offshore wind operations and maintenance base requires continuous coordination of activities, ongoing risk assessment, and readiness to respond to non-routine situations.

Emergency exercise: 13 May

On 13 May, crisis scenario exercises were conducted on the construction site with the participation of the State Fire Service (PSP) in Ustka.

The exercises included, among others, the evacuation of a person from a tower crane and rescue operations involving the evacuation of the construction site. The scenarios were designed to test cooperation between emergency services and construction teams, as well as the effectiveness of existing procedures in operational conditions.

Fire safety training: planned for 15 May

Fire safety training sessions are scheduled for 15 May for personnel working on the project site.

The scope of the training includes the use of firefighting equipment and simulated fire suppression activities under controlled conditions. The objective is to reinforce correct response procedures in the event of a fire hazard and to improve the operational readiness of site teams.

Safety as an integral part of project delivery

Workplace safety remains a fundamental element of the project delivered by PGE Baltica and DORACO. It includes site organization, preparation of teams for emergency response, and regular practical training activities conducted on site.

Training and simulation exercises form an integral part of the construction process and support maintaining an appropriate level of operational readiness among all project participants.

Baltica 2: key facts about the largest offshore wind farm in Poland

Baltica 2 is an offshore wind farm with a capacity of 1.5 GW, developed as a joint venture between Ørsted and PGE Polska Grupa Energetyczna. The project is currently the largest offshore wind development under construction in Poland.

Once operational, it will significantly increase the share of domestic renewable energy in the energy mix and strengthen the country’s energy security. Baltica 2 is expected to supply energy to approximately 2.5 million households in Poland. The wind farm is located around 40 km off the Polish coast, at the height of Ustka.

The project has obtained all key administrative decisions and secured its supply chain and is currently in the execution phase.

Current construction phase of Baltica 2

At the beginning of May 2026, the project entered a key offshore construction phase with the start of foundation installation works.

A total of 111 monopiles will be installed offshore, including:

  • 107 foundations for wind turbines
  • 4 foundations for offshore substations

Each monopile is an advanced structure approximately 100 meters in length and weighing over 1,800 tonnes.

The installation campaign includes transport from port, handling operations, and precise seabed installation using specialised installation vessels and supporting fleet. The works are being carried out by Van Oord. Completion of the foundation installation is scheduled for Q4 2026.

In parallel, onshore works are progressing, including the construction of the onshore substation and grid connection infrastructure in the Choczewo municipality, enabling power evacuation to the national electricity system.

Next phases of project implementation

Following the completion of foundation installation, the Baltica 2 project will proceed to the next offshore development stages, including:

  • installation of export cables connecting the wind farm to shore and the transmission system
  • installation of offshore substations
  • installation of inter-array cables connecting individual turbines within the farm
  • wind turbine installation, after which energy production will begin

The wind farm is scheduled to become operational in 2027.
