Gdynia R&D center expands capabilities in weapons systems integration
An investment agreement was signed at the Research and Development Centre for Maritime Technology (OBR CTM S.A.) in Gdynia for the construction of the Systems and Armament Integration Center (CISU). The company, part of the Polish Armaments Group (PGZ), continues to strengthen its position in advanced defense technologies, with a particular focus on naval and air defense systems.

The agreement was signed by Adam Leszkiewicz, President of the Management Board of PGZ S.A., Jan Grabowski, Vice President of PGZ S.A., and Marcin Wiśniewski, President of the Management Board of OBR CTM S.A. The investment, valued at PLN 16.65 million, will be financed through the Capital Investment Fund (PLN 8.65 million) and the company’s own resources (PLN 8 million). Completion is scheduled for 2027.
The CISU project is closely linked to OBR CTM’s involvement in the NAREW short-range air defense missile program—one of Poland’s key initiatives aimed at strengthening its national air defense capabilities. The new facility will significantly enhance the company’s capacity in systems integration and the preparation of armament for operational deployment.
– Less than a year ago, we launched the construction of the Military Electronics Center here, a specialized facility dedicated to the production, testing, and maintenance of military electronics used in modern air defense systems. Today, we are signing an agreement for a new investment that will complement OBR CTM’s production capabilities with an integration component—preparing armament and all its elements for use on the battlefield. This will increase the production potential of the Gdynia-based company in securing the needs of the Polish Armed Forces and consistently build the competencies of the entire PGZ Group – said Adam Leszkiewicz, President of the Management Board of PGZ.
The new facility will be designed primarily as an advanced production hall, complemented by dedicated areas for testing and R&D processes. The investment will enable handling of large-scale systems and support the execution of more complex projects, increasing both operational flexibility and production scale.

Here in Gdynia, we are developing PGZ Group competencies both in the field of air defense and in the maritime domain – emphasized Jan Grabowski, Vice President of the Management Board of PGZ.
For over four decades, OBR CTM S.A. has been delivering advanced technological solutions to the Polish Navy and Armed Forces, specializing in command and communication systems, data processing, and R&D activities. Its modern laboratories and testing infrastructure meet the highest accreditation standards, enabling the company to address evolving operational and technological challenges.
The center is also actively involved in international projects under NATO, European Union, European Defence Fund, and European Defence Agency frameworks. One of its current development priorities is the protection of critical infrastructure, including the use of advanced technologies for data acquisition and integration from multiple sources.
The NAREW program includes the development and delivery of components and subsystems for 23 short-range air defense missile systems. It is a strategically important project not only for the modernization of the Polish Armed Forces but also for strengthening domestic industrial capabilities and facilitating technology transfer. As part of the program, the production of modern CAMM-ER missiles is planned in cooperation with international partners.
The expansion of OBR CTM S.A. reflects a broader strategy to reinforce Poland’s defense industry and build advanced competencies in integrated weapons systems, particularly in the maritime environment and air defense sector.
